The cost for this procedure is 0.5% of project cost estimate. To apply for the building permit, BuildCo must submit to the municipality the following documents (three copies): - Application (addressed to the municipality). - Copy of the property deed or title. - Location and block plans. - Architectural plans. - Engineering plans (BA, CM). - Utility connection or network plans. - Plans for exterior (fence, parking, etc.). - Quantitative specifications by article, lot, and work completed. - Detailed cost estimates. The dossier is reviewed by the following agencies: - Fire department (municipal, 7 days). - Hygiene and health services (municipal, 7 days). - Drainage (municipal, 7 days). - Cadastral services: verify boundaries, work setup (7 days). - Service des Etudes du Ministère des TP: verify compliance with technical norms (21 days). - STEE: inspect water drainage and connection system (7 days). - STEE: inspect electrical network (7 days). - CNPS (7 days). In general, the agencies inspect the site before approving the dossier. Once the dossier reviewed by all agencies, the mayor forwards it to the Ministry of Public Works and Transport (Travaux Publics et Transport) for approval. The dossier is then returned to the municipality, where BuildCo or the architect can retrieve the approval number. Except for the clearance for the STEE, SOTEL, the cadastre, and the mayor’s technical department, all the above clearances do not include inspections but are reviewed administratively.

The connection includes a meter installation. The cost for the connection ranges between XAF 40,000 and XAF 100,000 for a residential building and a small factory, respectively. The monthly water bill is composed of a fixed fee of XAF 1,150, a tariff of 230 XAF per cubic meter of consumption, and a security deposit of XAF 40,000 for the water connection. However, the security deposit is refunded to the consumer upon contract termination. Hence, the fee is not included in the cost estimate.

The connection includes a meter installation. The connection fee ranges between XAF 200,000 (residential building) and XAF 1,000,000 (small factory). Not included in the cost estimate is a security deposit of XAF 160,000 for the electricity connection. This fee is not included in the security deposit because it is refunded to the consumer upon contract termination. The monthly electricity bill is composed of a fee of CFA 5,800 for consumption and meter maintenance. An air-conditioned residential building would have a monthly electricity consumption of 1500–2000 Kw.
