The customer has to submit to ENE (Empresa Nacional de Electricidade), the electricity company for generation and transmission, a letter in person. In this letter, the customer has to explain what he needs and wants to do. ENE is checking if the requested connection is feasible. Documents that need to be submitted: Electrical plans, company license, tax number, ID of the person, and some general letters (application forms). ENE has to give the technical authorization for the external connection (permit for energy supply).

ENE carries out an external inspection of the site to estimate the budget of how much the connection will cost. Someone from the customer's party has to be present during the inspection.

3 Hire an electrical contractor to obtain permits with Department of Supervision and Licensing and external connection works

After the customer has obtained the authorization for the external connection from ENE, he hires an electrical contractor that has to be licensed by the Ministry of Energy. This electrical contractor prepares the entire project and gets approvals for the customer. The electrical contractor provides technical terms of reference and sends them to the Department of Supervision and Licensing (Departamento de Licenciamento e Fiscalizacao) of the Ministry of Energy for approval and signature along with the following documents: Electrical plans, company license, tax number, ID of the person, and some general letters (application forms). The electrical contractor also has to obtain an electrical permit (license for electrical works) and a license for exploitation at the Department of Supervision and Licensing. The electricity distribution utility, EDEL ( Empresa de Electricidade de Luanda), is designing the external connection works, but the physical works are done by the electrical contractor. The meter gets installed before the physical external connection works start by the electrical contractor.

The Department of Supervision and Licensing is doing an inspection of the site and also of the internal wiring before signing the technical terms of reference. The inspection and signature happen before the external connection works start. Someone from the customer’s party has to be present.

After the customer has received the technical terms of reference and the permits from the Department of Supervision and Licensing and before the electrical contractor can start the external connection works, the customer sends a letter to EDEL, the electricity distribution company, to request a new connection. The distribution utility is performing an external site inspection to determine the technical requirements for the connection. After the inspection, the customer receives a letter from EDEL with the materials he/she (the electrical contractor) needs to buy. Documents requested for the application are:
• A document containing the project of the warehouse
• Plan of the warehouse including fixed and non-fixed pieces
• License of establishment
• License of exploration
• Commercial license
• Tax card copy
• Copy of ID
• Terms of reference signed by the Department of Supervision and Licensing

The customer has to request the internal inspection by the utility in writing during or at the end of the external connection works. The utility has to check the security of the wires as the utility is liable.

8 EDEL comes to provide the meter, the electrical contractor installs the meter, final connection

Once the external connection works are finished, the electrical contractor or the customer himself has to notify the utility that the works are done. For this type of connection, it is the direct responsibility of EDEL to activate the customer in the Customer Management System database and, consequently, to also activate the meter.
