1 Apply for electricity connection at KEK (Korporata Energjetike e Kosovës) and await “energy agreement”/technical guidelines

Applicants should apply in person. The forms are available on-line. The following documents should be attached to the application: electrical plan, construction permit, receipts stating the origin of materials. They will also need to explain the load requirements and justify the need for the requested load.
After the visit (see procedure below), the staff from KEK will prepare the “energy agreement”. This document explains the required next steps and provides connection works’ guidelines for the electrical contractor. The electrical contractor will lead the works under KEK’s supervision. Applicants have to wait on average 1 week after the external inspection to receive the energy agreement.
Applicant pays the EUR 500 fee (fees for “processing technical documentation”). Applicants have 4 days to modify the energy agreement.

Inspector visits the property and assesses connection costs. Applicants have to wait on average a week after they submit the application. Someone from the applicant’s party has to be present during the inspection.

3 Obtain an excavation permit at the Municipality

Usually KEK obtains an excavation permit but if it is a big customer like the load assumed in the case study the customer obtains an excavation permit.

4 Await completion of the external connection works by a private electrical contractor

The electrical contractor purchases required materials for the connection which takes 1-3 weeks. All the connection related works will be performed by the electrical contractor under the supervision of KEK. The meter will be provided by KEK. The works take 2 to 4 weeks. Installation of a substation transformer is required.

* 5 Inspection of the works and purchased equipment by the utility

KEK will conduct two inspections of the works once the electrical contractor is half way through with works and at the end. At the same time after materials for the external connection have been purchased KEK will verify the authenticity of the materials at this inspection.

6 Inspection of the completed works by the utility and installation of a meter.

After the works are completed three teams are sent by KEK for the final inspection. One team inspects the external works, one team inspects internal wiring and the last team installs and seals the meter.

7 Sign Supply Contract and electricity starts flowing

After KEK has accepted the completed external connection works the customer is obliged to sign a contract for energy supply in 2 days otherwise he will not get the electricity. After the contract has been signed KEK comes on site to switch on the electricity.
