4 Obtain geo-technical survey of the site

The geotechnical survey is necessary for establishing the cost of the new structure. 2 public agencies (CNR and ENI) and 1 private company (LABOGEC) carry out the geotechnical survey. The survey is done by digging 6 wells in the plot construction. On average, each well will cost 70,000 fcfa. An additional 50,000 fcfa will be changed for the report.

5 Apply and Obtain building permit

The application for a building permit will be filed at the municipal office with jurisdiction for the construction area (Bamako District for this case). In this office and urbanisme agent receives, verifies that the documents are complete and charges a processing fee (frais de depot) of XOF 50,000. This officer will subsequently issue a receipt indicating the day the permit will be ready and the fees that should be paid for the certificate (frais d'instruction). This same agent has to 3 days to transmit the application documents to Ministry of Urbanisme. The Ministry upon reception has also 3 days to transmit the documents to the other agencies involved. A week after, the agencies will meet with their comments on the documents in their possession. The Ministry will then take 3 additional days to send the file back to the municipal office, who will issue the final decision. If by any reason all the documents needed are not in the file, de urbanisme agent would not receive it, and will ask the person to complete them and come back.
If there is no response in this time deadline the person can file a complaint and the municipal authority has 8 days to answer. If there is no response in this time the permit is understand as approved.

6 Receive inspection from Regional Urban Planning Department

Officials of the Urban Planning Department are always on patrol to check projects without building permits. The possibility of receiving an inspection is noted in the authorisation letter of the building permit, but this are practised randomly. There are foundation, elevation and cover inspections. Therefore, a construction like the one in the case study would receive at least one such inspection whereby officials of the Regional Urban Planning Department would check whether or not the company has a building permit.
Given the silence is consent rule, some companies begin construction without the building permit. In such cases, these companies provide the inspectors with a receipt obtained from the Urban Planning Department at the moment of application. There are three inspector's brigades available at Bamako.
