Below is a detailed summary of the procedures, time and cost required for a business to obtain an electricity connection for a newly constructed building in Mozambique.

1 The client request an authorization for the project to DNEE (Ministry of Energy)

The Ministry of Energy divides new electrical installation in 10 categories. Our case study falls in category 7 ( a warehouse with more than 9 employees). For new electrical connection of a category 7 building, an authorization is needed from the Ministry of Energy.
The client requests an authorization to the DNEE ( Direccao Nacional de Energia Electrica) with the following documents:

• map of the land
• map of the electrical lines installed and to be installed
• design of the project
• details of the power requirement
• scheme of the planned electrical installation
• statement of responsibility from a licensed electrical engineer for the execution of works and operation of facilities

The DNEE study the project and gives an authorization ('licenca para o estabelecimento das instalacoes eléctricas') that the client have to submit to EDM to request a new connection .

2 The client submits the application to EDM and awaits the technical report and an estimate of cost

The application must be submitted in person at EDM. The following documents must be presented with the application: 1) copy of the Identity Card of the client; 2) design of an electrician; 3) location map of the warehouse; 4) Property Title or District Declaration. Decree 42-2005 (Article 14) establishes that EDM has 30 days to reply after reception of documents.

* 3 The client obtains an external inspection by EDM and the Direcçâo Provincial de Energia

EDM and the Direcçâo Provincial de Energia come for an inspection of the installations in order to finalize the technical report and the estimate of costs. A representative of the client needs to be present.

A private transformer should be installed so that a load of 140 KvA can be connected. After receiving the estimate and technical report, the client submits a design of the transformer to EDM and awaits for approval. The transformer is usually imported. It is only used by the client.

5 The client buys and installs the transformer

Since the connection is done in medium voltage, the entrepreneur has to install a transformer for 140 KvA. A transformer of this type is usually imported.

6 The client obtains an inspection of the internal wiring and the transformer

The internal wiring and the installation of the transformer have to be done by an electrician who is authorized by the Direcçâo Nacional de Energía. An inspection of the internal wiring and the transformer is done by EDM. A representative of the client has to be present during the inspection.

7 The client obtains external works by EDM

EDM or a hired enterprise starts the external works after payment of the estimate. Payment has to be made at the premises of EDM. In case of installations of general tariff with more than 9 workers, the work is done with involvement of the Direcçâo nacional de Energía. The works take 2 days but the material is not available in Mozambique more than 50% of times, which delays often the works of connection. The client does not have to buy any material for the external connection.

8 The client obtains a external inspection of the final works from the DNEE (Ministry of Energy)

9 The client signs the supply contract and meter is installed

The meter is installed by EDM. Article 52 of Decree 42-2005 states that EDM can request a deposit equivalent to 3 times the monthly consumption. For the clients of medium voltage, the deposit must be done in a bank. EDM will reimburse the deposit after the expiration of the contract. The client hast to pay the deposit at the time of signing the supply contract.
