Obtain Preliminary Environmental Approval from the Ministry of Environment & Climate Affairs (MOECA)
BuildCo must specify the environmental implications of the warehouse project and provide the Ministry of Environment & Climate Affairs with details about the project. BuildCo must also provide ministry with specifics on the land and attach a copy of land registration, lease agreement, croquis, maps, layout plans, diagrams, photographs, and if available, global-positioning-system coordinates. The Directorate General of Environmental Affairs reviews the application and attached documents and issues an environmental permit within 6 weeks.

Obtain Initial Fire Safety approval from the Directorate General of Civil Defense, Royal Oman Police
The following documents are required: - A copy of the surveyor’s sketch. - A copy of the title deed indicating the nature of the construction, or an approval of the site and the project from the authorities concerned. - A sketch plan of the project indicating the built area, the neighborhoods, and the heights. This plan will be reviewed to ensure that it is consistent with the safety norms. Following the initial agreement on the plan, the consultants will produce five copies of it for approval. An initial approval will be given for implementation of the project.

Obtain building permit from the Directorate of Building Permits of Muscat Municipality
BuildCo must submit the following documents along with its application for a major building permit to the Engineering Affairs Section of the Muscat municipality: - Original and photocopy of the title deed and croquis (kooki). - A form related to plot pegs indicating the boundaries of the plot. - A form indicating the approval of the relevant utility authorities (Ministry of Housing, Electricity, and Water; Oman Telecommunications). - A fire safety approval from Civil Defense. - An environmental approval. - Two copies of the building statistics form. - A copy of the detailed drawings of the building approved by the design consultant. - Three copies of final maps after alteration. - An undertaking of the consultant to supervise the building. - An undertaking from the contractor to implement the building and an insurance deposit from the contractor to be refunded after removal of all construction debris from the site.

Obtain Fire safety and Security approval for construction site from the Royal Oman Police
A Civil Defense team visits the site to ensure that safety requirements are satisfied and give its final approval. In addition to the application BuildCo submits online, the following documents are required: - A copy of the marketing certificate issued by Civil Defense to the supplier of the safety equipment installed in the building. - A copy of Civil Defense’s certificate issued to the company that carries out the installations. - A certificate or letter from any company licensed by Civil Defense to ensure that the fire equipment inside the building is tested.

The application for the final environmental permit is submitted after the completion of construction. The fee is to be paid in accordance with the schedule attached to Ministerial Decision 187/01 on Environmental Approvals—ONR 5, in the present case.

Obtain Construction Completion Certificate and letters for utility connections from Muscat Municipality
The supervising engineer/consultant submits a written notification to the Engineering Affairs Section of the Muscat municipality that the building has been completed. The Engineering Affairs Section reviews the engineer's report to check that the building complies with the building permit and then issues the certificate of completion. This certificate is necessary to obtain the final utility connections.
