Below is a detailed summary of the procedures, time and cost required for a business to obtain an electricity connection for a newly constructed building in Oman.

1 The client submits (initial) application for electricity connection and awaits estimate of connection fees from Muscat Electricity Distribution Company (MEDC)

Along with the application form, the client needs to submit the following documents to Muscat Electricity Distribution Company (MEDC):

• Copy of ID card
• Company registration number
• Title deed (proof of ownership)
• Building permit
• Zoning plan at scale 1:2500
• Details of the load requested
• Copy of the license of the electrician in charge of the internal wiring
• No Objection Letter from Muscat Municipality (needed for final connection, so can be obtained simultaneously with the rest of the process)

In this case, it is a simple, large-load connection, so there is no need to upgrade the system.
The utility then inspects the site and prepares an estimate of the connection fees. The inspectors will ensure the safety of the internal wiring and determine the best way to connect the building to the main distribution lines.

After that, an account is opened for the client for billing and referral reasons and a payment voucher is issued that is to be paid at the bank for the connection charges that the client will need to pay. The client will then need to show a copy of the receipt to the utility so that works can start.

The utility’s area inspectors will visit the concerned site to inspect the internal wiring and propose the best possible way to connect the building to the main distribution lines.
If the network is not available in the area, then MEDC will need to obtain the necessary approvals to get the network close to the warehouse. This would delay the process by 2-3 months. In the area assumed here however, network is available.
Upon inspection of the internal wiring and provided the network is available MEDC will make the customer an offer.

3 The client hires a contractor registered with Muscat Electricity Distribution Company (MEDC) that applies for an excavation permit with the Ministry of Housing, Electricity and Water (MOHEW)

The customer is given a list of authorized companies from which they pick one and contract it to do the external works and install the meter. The utility supervises the works to make sure they are done correctly, and the right material is used.
After receiving the required documents, the contractor contacts the customer for a site visit and to discuss the installation schedule.
In this case, the external works consist of laying out cables to the closest supply point. Before laying out the cables, the contractor needs to obtain an excavation permit from the Ministry of Housing, Electricity and Water (MOHEW).

When the works are finished, the contractor notifies the utility that comes to check the works and test the meter for installation. In fact, the contractor buys the meter, the utility tests it during the final inspection, then the contractor installs it, and the utility turns the electricity on.
