The application to the utility can be submitted online, however the following documents require notarization: Documents confirming ownership rights of the plots. No external inspection is required . After the customer has received the technical conditions, he/she is negotiating the connection agreement.

2 Hire electrical contractor to do the design and to obtain approvals and to carry out external connection works

The customer can hire an electrical design firm/electrical contractor to do the design of the external connection and to obtain all necessary approvals. This firm is usually different from the firm/electrician who did the internal wiring. Approvals need to be obtained for example from the road authorities and the utility. The electrical design firm is announcing the external connection to the municipality. For a 140kVA power connection, an underground cable is necessary. In order to dig and to lay the cable, the electrical design firm needs to submit an application to the municipality to announce them the external connection works (to lay the cable in the ground). The design of the external connection and all the approvals need to be submitted to the municipality. It is likely that a new transformer is needed. A connection for 140kVa would probably not be done to the low voltage network, but rather to the medium voltage and thus needs the installation of a transformer (250kVA). The electrical design firm/electrical contractor is buying the transformer. The electrical contractor is installing the transformer and doing the external connection works. Alternatively, the external connection works can be carried out by the utility depending on each individual case. In case the utility is doing the works, after the connection agreement has been concluded and the customer has paid the connection fee, the utility would start the external connection works. The utility would do the design of the external connection and obtain all necessary approvals and carry out the physical works.

3 Conclude supply agreement

After the external connection works have been finished, the customer has to conclude a supply contract.

4 The customer notifies RWE Stoen and submits report on internal wiring and receives internal inspection and meter installation

After the supply agreement has been concluded, the customer informs the distribution utility about it. The customer has to submit the report on the internal wiring to the distribution utility. A representative of the utility is coming to the site to make some tests and to do an internal inspection of the wiring. The customer or his representative has to be present. The customer's electrician in charge of the internal wiring has to be licensed with the Electricians Associations (Public accreditation). At the same time, the meter is installed. The meter is installed and sealed by DSO electromonter. It is part of the local grid operator (RWE Stoen Operator) which is independent from energy sales companies. In order to install the meter, the supply agreement needs to be signed.
