1 The client submits application and awaits estimate of connection fees from Vattenfall (Distribution)

The customer is recommended (no longer required) to hire an electrician who is licensed with Elsäkerhetsverket (the governmental body that handles regulations and maintains standards regarding electrical installations) and registered with Vattenfall – this change is due to the common European market and the fact that some member states doesn’t have a license or certification system. An electrician from abroad only has to be approved by Elsäkerhetsverket if he/she intends to work permanently in Sweden. Applications for electricity supply have to be submitted via a form called "föranmälan/färdiganmälan", which is a standardized document for applications within Sweden. The document can be downloaded from Vattenfall's website. It is possible to submit applications electronically. This possibility, however, is only available to electricians who are registered with Vattenfall. Within detailed planning areas (as is the case here), no inspection of the site is necessary to prepare an estimate of the connection fees, but outside such areas it might be.

2 The client obtains external works from Vattenfall (Distribution)

The customer does not have to do anything outside his/her site or plot. Vattenfall provides all material, performs all tasks and applies for all permits regarding the connection up until the connection point (in this case, works consist of laying out cables to the nearest supply point).
On the plot however, the client and his/her electrician have to dig a trench for the electrical cable and place approved protective pipes in that trench. The client usually buys the protective pipes from his/her electrician or from an electrical wholesaler.

3 The client's electrical contractor/ electrician submits certificate to Vattenfall (Distribution) and awaits meter installation and final connection

Once the works are completed, the electrician/customer submits a "färdiganmälan", a document in which he/she guarantees that the client’s installation is prepared and ready to be connected to the network. The electrician/customer, in his/her certificate (färdiganmälan), states that the installation is done according to the standards. Normally no inspection of the internal wiring is carried out before the qualified electrician submits his/her färdiganmälan. The contractor can however hire an outside agency to carry out such an inspection. Please note that in the Swedish Electrical Safety Board's rules and regulations, there is no rule or regulation stating that such an inspection must be done. The meter is installed when the external works are done and the electrician/customer has submitted their "färdiganmälan".
Vattenfall no longer requires the “Färdiganmälan” to be submitted at least two weeks before the connection can be finalized. It can be submitted in a period agreed upon between Vattenfall and the customer.
The electrician/ customer deals with only the Company Customer Services Department at Vattenfall for both the works and supply and even if they decided to stay with Vattenfall Sales for their supply of electricity they do not need to sign a separate contract with them.
