1 The client hires an electrical engineer to supervise the internal wiring

Any electrician can carry out the internal electrical installation, but the client needs to hire an electrical engineer registered with the Syndicate of Engineers to supervise the work. The engineer cannot work in the client’s company (because of the way the engineering profession is regulated).

The utility does not carry out an inspection of the internal wiring during the process.
The electrical engineer supervising the works will need to design the internal installation and submit their drawings for approval by the Syndicate of Engineers. This is for the Syndicate to check the identity of the engineer and make sure they are in fact registered with the Syndicate.

2 The client applies for electricity connection and awaits estimate for connection fees from the Public Establishment for Distribution and Exploitation of Electrical Energy (PEDEEE)

Documents needed for the application at the Public Establishment for Distribution and Exploitation of Electrical Energy (PEDEEE) are:
• client’s ID
• administrative license from local authorities (obtained during construction process)
• electrical study approved by the Syndicate of Engineers comprising the requested electrical load
• real estate map from the Real Estate Authority (showing number of client's property and those of neighboring properties), and
• land ownership certificate

After the application has been submitted, the utility inspects the site. This is then followed by a technical study period to determine the details of the external works, and an estimate for the connection fees.

The works can start after the client has paid the connection fees to the account of the electricity utility at the Ministry of Finance, and signed a contract with the Public Establishment for Distribution and Exploitation of Electrical Energy (PEDEEE).

A unit substation is needed in this case. Either the utility or a private firm (the same firm that carried out the internal wiring) can do the external works. However, even if such a firm carried out the external works, that would occur under the supervision of the utility.
