Ranking Simulator

The ranking simulator is an Excel spreadsheet that allows you to infer the potential impact of reforms on a country’s ease of doing business ranking and to understand better how this ranking is calculated. For example, if you want to know the change in ranking that would occur if your country reformed property registration (by way of reducing time or the number of steps to register), you could use the simulator and see the impact by changing the number of days for property registration.

There are two important issues that should be kept in mind when using this file. First, all calculations in this file assume that the data for all other countries remain constant. That is, you are changing the data in only one country - the reforming one. Second, assessing the impact of a reform in the doing business indicators may not be straightforward. For instance, to conclude that a property registration reform actually decreases the time to register property implies verifying the data in practice. Even if the law reduced the time limit for implementing a procedure, that may not have real-life impact because of many other factors not accounted for in the data.
